To the Editors:

We have read with care and fascination Professor Popkin’s critical analyses of the report of the Warren Commission. No one who has not personally sifted and weighed the evidence on which the Commission Report was based—not to mention that relied on by its critics—can take a confident position on the events of November 22, 1963. Nevertheless, strongly impressed by the force of Professor Popkin’s presentation and by the evidence marshalled in Edward Jay Epstein’s Inquest, we suggest that the burden of argument has now shifted to defenders of the Report to explain its apparent deficiencies and justify its conclusions.
