To the Editors:

A letter from Ronald Sato reminds me that when President Reagan signed the Civil Liberties Act apologizing for Japanese internment and paying reparations to the survivors, he did not include the descendants of internees [“What to Do About the Torturers?,” NYR, January 15]. I thank Dr. Sato for this clarification.
