In his non-review of The Espionage Establishment, A. J. P. Taylor reflects upon what a lark it would have been had Encounter proved to be a double agent. According to one British source Encounter was in fact “helped” by two governments, the American and the British (“Encounter and the CIA,” The Spectator, May 12, 1967).
